Title: The Commercial Value of Graphics Recognition Technology

Information technology has brought the productivity of automated data
processing to many areas of today s commerce. However, much information
remains locked in a graphic form, and in this form intelligent information
processors are blind to it. Teaching the computer to see and recognize
graphics objects and their relationships will open a huge industry. Some
components of of this industry are discussed, along with specific technical

IAPR technical committees are asked to report on their activities
twice a year. I recently wrote a report for TC-10, and here is a copy
of this report for your benefit. I just removed annex 1 with the rules
for the dashed-lines detection contest, as it has already been
circulated on this list. But of course, if some of you would like to
receive these rules, feel free to ask for them.
Report of activities for IAPR TC-10
April 1995

Technical Committee 10 on Graphics Recognition promotes interaction
among researchers working in document image analysis in general, and
graphics recognition in particular. Topics of primary interest to
members of this Technical Committee are:
- recognition of graphical shapes
- segmentation of graphics from text
- conversion of line drawings and maps
- interpretation of engineering drawings of various kinds
- recognition of printed music, fingerprint, etc.

In the last year, IAPR TC-10 has participated and participates in the
organization or sponsorship of the following scientific events:

- The third international conference on document analysis and
recognition (ICDAR) will be held in Montreal (Canada), on August
14-16, 1995. General chair is prof. C. Y. Suen (Canada), with
co-chairs R. Plamondon (Canada) and S. Srihari (U.S.A.), and
program co-chairs R. Kasturi (U.S.A.), G. Lorette (France) and
K. Yamamoto (Japan). ICDAR'95 is sponsored by IAPR TC-10 and
TC-11, by the International Graphonomics Society and by the
Canadian Image Processing and Pattern Recognition Society. It is a
major scientific event for our technical committee.

The call for papers for the 3rd ICDAR was very successful: 324
papers were submitted (compared to 260 for ICDAR'93 and 122 for
ICDAR'91). The program committee has recently evaluated the
submissions and has accepted 182 papers for oral presentation (of
which 12 for long presentations) and 93 poster papers.

The Fourth ICDAR will be held in Ulm (Germany) in August 1997. The
General Chair is Prof. J. Schuermann. Several members of TC-10 are
also involved in the preparation of this conference.

- On October 18-20, 1994, a workshop on Document Analysis Systems
(DAS'94) was held in Kaiserslautern (Germany). The workshop was
sponsored by IAPR TC-2, TC-10 and TC-11, and Daimler
Benz. Workshops chairs: Andreas Dengel (Germany) and Larry Spitz
(USA). This workshop was deemed to be very successful by the
participants, with plenty of time for discussions, many excellent
papers, working groups where various topics were discussed, and an
excellent organization by our colleagues from DFKI in
Kaiserslautern. Graphics recognition was of course present at this
workshop, through several papers, but also through a discussion
group devoted to this topic. In addition to the proceedings, a
forthcoming book, to be published by World Scientific and edited
by Larry Spitz and Andreas Dengel, will contain the contributed
papers, reports from the working groups and some other invited

Discussions are going on for organizing a second workshop on
document analysis systems in 1996, and several members of TC-10
are involved in these discussions.

- TC-10 also sponsored (with TC-6 and TC-8) the 4th workshop on
Machine Vision Applications (MVA'94), held on December 13-15, 1994
in Kawasaki, Japan. Its main topic was machine vision and its
applications, which includes machine vision algorithms, special
purpose architectures, industrial applications and document, map
and line drawing processing. Workshop Co-chairs: Mikio Takagi and
Akira Maeda. Many papers were devoted to map processing in this

- In addition to these scientific events which it co-sponsors, TC-10
has decided to organize its own workshop in connection with the
next ICDAR in 1995. This IAPR Workshop on Graphics Recognition
(subsequently called GREC), sponsored by IAPR and organized by
TC-10, will be held on August 10-11, 1995 at the Pennsylvania
State University (USA), the week before ICDAR'95 in
Montreal. Workshop co-chairs: Rangachar Kasturi (USA) and Karl
Tombre (France).

37 abstracts have been submitted, of which 32 have been
accepted. A further selection and evaluation will be made by the
program committee after the workshop for preparation of a book
with the best papers and probably some other invited

Each session will be organized like a panel on a given
topic. Accepted abstracts will thus be grouped by their
topic. Each session will have a panel leader who will make an
extended presentation describing the state-of-the-art and open
research problems. This will be followed by short presentations
from other panelists. Each session will conclude with discussions
among the panelists and the other attendees.

We want in this way to guarantee a real WORKING GROUP atmosphere
suitable for a smaller workshop.

In addition to these activities, TC-10 is involved in the organization
of THE DASHED-LINE DETECTION CONTEST, which will be held during
GREC. The idea is that there is a lot of work going on in graphics
recognition, but it is quite difficult to EVALUATE how good a method
is compared with another one. However, we all know that a rigorous
approach to PERFORMANCE EVALUATION is a key to real progress toward
working solutions which can be applied in real-world
problems. Although we still have difficulties in defining good
evaluation procedures for complete systems (see for instance the
interesting dialogue on "Performance Characterization in Computer
Vision" recently published in CVGIP-Image Understanding), it is our
hope that it may be possible to evaluate rigorously modules of a
recognition system and that such an evaluation can at least help in
evaluating the whole system (although there are also other problems,
of course). So the purpose of this contest is to foster the exchange
of ideas and techniques in the field of graphics recognition, and more
specifically in the detection of dashed lines. Contestants will have
to run a live demonstration of their program on given test images, on
SPARC-type workstations or similar equipment, on the evening of the
contest, during the GREC workshop. Facilities for downloading software
via ftp will be provided. All images will be in TIFF format. Programs
will be judged on the basis of accuracy (percentage of segments not
detected, percentage of incorrectly detected segments, tracking
accuracy when segments intersect) and of their ability to recreate the
test image from the representation and interpretation. See annex 1 for
the complete rules of the contest.

There have also been discussions in TC-10 about other efforts to
promote real and clear evaluation of different work. One of these
efforts is the push towards a COMMON DATABASE. It is the feeling among
many researchers that in order to make further progress in our field,
and not be satisfied with regularly publishing "new methods" on our
own sets of data, we should strive towards means to COMPARING one
method with another, EVALUATING their respective merits, and so
on. Our colleagues in text-oriented document analysis and in
handwriting recognition have already started this effort by gathering
ground-truthed data which are made available to all researchers in the
field. We also need such a dataset for graphics recognition,
i.e. technical drawings, business graphics, etc. So in the coming
months TC-10 plans to start collecting data for such a database. This
will be one topic of discussion at GREC. Another idea, which may also
be discussed at GREC, would be the possibility to put together some
SOFTWARE MODULES, at least for low-level tasks, written with strict
rules and with well-specified data structures, which could be used as
a common basis for the participating groups.

The electronic mailing list for TC-10 related activities has continued
to be regularly used for dissemination of information topical to
TC-10's interests (one posting every month on average). Membership is
continuing to increase; there are currently 205 members of this
mailing list, which has sent out 26 "TC10 news" compilations of
information since it was started in February 1993. A tentative WWW
entry point for TC-10 has also been set up (currently at
http://www.loria.fr/~tombre/tc10.html), where the archives of the
mailing list and various other announcements are available.

Now to some other conference announcements. First, here comes an
interesting announcement: a conference on fusion of earth data, where
the aim is to merge measurements, remotely sensed images AND MAPS. I
firmly believe that this is a very exciting application of graphics
recognition (together with other techniques, of course):

The quantity of data available for the study of the environment, the
geosphere and the biosphere has grown very rapidly over the past few
years, partly due to the number of space missions devoted to the
observation of the Earth. Facing this ever increasing amount of data,
researchers as well as engineers need to extract the best information
of them. Data fusion techniques are of paramount importance for an
optimal exploitation of the synergy of these data.

Such techniques have been recently introduced. They are mostly
misunderstood by the user community, in part because their
mathematical aspects are often emphasized in place of the practical
applications. It is indeed a rich and fascinating area of
multidisciplinary investigation which deserves a better comprehension
from the remote sensing and geography community.


The Conference is conceived as a forum for researchers, engineers and
students at PhD level using and studying data originating from
different sensors, and scientists working on various aspects of
data/image fusion. It intends to help in understanding what does "data
fusion" means by providing clear description of applications, tools
and benefits of data fusion. The emphasis will be on the fusion of
raster data: image / image, raster-map / image, image / numerical
model, as well as on the merging of in situ measurements with such
raster data. The organizing bodies are determined to respect high
standards for this technical conference and the presentations will
represent the latest methodologies and the status of applications.

The pedagogic aspect is an important one in this Conference. Knowledge
should be transferred from the specialists to the attendees. This will
be done on the one hand by some tutorials, and on the other hand by
invited speakers who will take care to clearly present their
applications, the tools they used and know to enhance the benefit of
the fusion. Interactive presentations will also take place which are a
powerful means for an extensive discussion of one's work. Access to
the Conference by students will be strongly encouraged.


Morning sessions will be devoted to keynote speakers who will present
the state-of-the-art. High- quality papers dealing with general
aspects of data fusion illustrated by peculiar applications will also
be presented. Afternoons will focus on selected topics and will allow
attendees to increase their knowledge in some aspects of the fusion. A
round-table will take place at the end of the meeting, gathering all
participants during which conclusions about the role of data fusion in
Earth observation will be drawn.

The organisers will welcome papers describing recent and original
work. They will favour papers which contain the three following aspects:
- description of the application needs with respect to multi-sensor
- description of the fusion techniques used,
- assessment of the quality of the results and of the benefit of the
data fusion.

Submit 5 copies of the abstract (no more than two A4 pages), enhancing
the above-mentioned aspects. The abstract should also include name of
authors, address, phone, fax and e-mail.

There will be several thematic sessions on topics selected from advance
proposals. These sessions
provide a means to discuss more extensively peculiar subjects. Authors of

This symposium will focus on research issues in developing
computational models for integrating language and vision.
The intrinsic difficulty of both natural language processing
and computer vision has discouraged researchers
>from attempting their integration, although in some cases
it may simplify the individual tasks (e.g. collateral-based vision,
resolving ambiguous sentences through the use of visual information).

Developing a bridge between language and vision is non-trivial,
since the correspondence between words and images is not
one-to-one. Much has been said about the
necessity of linking language and perception for a system
to exhibit intelligent behavior, but there has been relatively
little work on developing computational models for this task.
A natural-language understanding system should be able to
understand and make references to the visual world. The use of
scene-specific context (obtained from written or spoken text
accompanying a scene) could greatly enhance the performance of
computer vision systems.

Some of the topics to be addressed are:

o use of collateral text in image and diagram understanding
o generating natural-language descriptions of visual data
(e.g., event perception in image sequences)
o identifying and extracting visual information from language
o understanding spatial language, spatial reasoning
o knowledge representation for linguistic and visual
information, hybrid (language and visual) knowledge bases
o use of visual data in disambiguating/understanding text
o content-based retrieval from integrated text/image/video
o language-based scene modeling
(e.g., picture or graphics generation)
o cognitive theories connecting language and perception

The symposium will consist of invited talks, panel discussions,
individual presentations and group discussions. Those

The conference is not limited to these topics, and authors may specify that a
paper falls in two or more categories, or in a different category not listed.
Categories are used to best match papers with the expertise of the reviewers.
As customary, all reviewing will be double blind.

Four copies of complete manuscripts should be received no later than
MAY 22, 1995 by Prof. Medioni at the address listed above.

Papers should be submitted IN FINAL, CAMERA-READY FORMAT with 2 columns
on 8.5 by 11 sheets.
Each column is limited to 3 1/4 inches in width and 8 7/8 inches in length
with a 3/8 inch gutter between columns. The margins are 13/16 inch on each
side, 1 1/16 inches on the top and bottom. Text is to be typed single-spaced
in 10 point Times Roman (or closely resembling), with 12 point interline
spacing. The first page of the paper, centered on the top below the top margin,
should include the paper title, the authors' name and affiliation. Six pages
are allowed for each paper, including references and illustrations.

In addition to the manuscript, the submission should include the following:

5-8 DECEMBER 1995

The Second Asian Conference on Computer Vision, ACCV'95, will be
held in Singapore on 5-8 December 1995. The theme of ACCV'95 is
"Computer Vision for the Twenty First Century". The conference will
provide a forum for researchers to exchange up-to-date technical
knowledge and experience. The conference will focus on theory as well
as applications of Computer Vision. In addition to the technical
sessions, there will be plenary, invited and tutorial sessions. The
Keynote speakers will be Professor Anil Jain from Michigan State
University, USA, and Professor Yoshiaki Shirai from Osaka University,
Japan. A one day tutorial on 3-D DATA ACQUISITION, INTERPRETATION, AND
MOTION ANALYSIS will be given by Prof. Shirai. Also, another one day
Prof. Jain.

Papers describing original work in, but not limited to, the
following research areas are invited:



Papers must be written in English and should describe the work in

the proceedings will be limited to a maximum of 5 pages (5 mats A4

figures, tables and references. Accepted papers will be categorized in
either oral presentation or poster sessions.



The Programme Committee is also soliciting proposals for invited
sessions focusing on topics related to the theme of ACCV'95. An
invited session is expected to have 5 to 6 papers on a specialized
topic. Please submit your proposals to Dr Stan Li (his address is the
