Dear TC10 members and friends,

It has been a while since the last TC10 mailing.

Soon after I sent the last TC10 News, we heard the sad news of
Professor Edzard Gelsema's demise. Professor Gelsema made numerous
contributions to the field of pattern recognition. He was the
President of the IAPR since 1998. He will be sorely missed. A web page
"in memorium" of Professor Gelsema can be found at
http://peipa.essex.ac.uk/iapr/edzard.html

Now to the regular calls for papers and announcements. The first two
CFP's are extensions of submission deadlines. The new deadlines are in
the next few days. The rest of the CFP's are for conferences in
2001. And finally, there is the program for the joint SSPR and SPR
workshops.

SUBMISSION DEADLINE HAS BEEN EXTENDED TO JULY 14

SCOPE AND THEME OF DAS'2000

DAS'2000 will be a single-track and 100% participation workshop. It
will aim at bringing together outstanding research and developments in
Document Analysis Systems. The workshop will be held over four days. The
first day is reserved for tutorials. The technical program will consist
of invited talks, given by expert in the field, oral presentations, and
panel discussions. Panel discussions will focus on: 10 Years of Document
Image Analysis, and will attempt to pin-point the areas where progress
has been fast and where it has been slow. In addition, panel discussions
will attempt to identify new directions toward the third millennium.

TOPICS

Papers are invited on the following topics, but not limited to:
- Descriptions of complete, working DIA systems;
- Studies of system arquitectures;
- Methods of performance evaluation;
- Algorithms for graphics Recognition;
- Layout segmentations;
- Interface to knowledge databases and post-processors;
- Application to text, graphics, maps, music, etc.;
- Reading systems for the blind persons;
- Personality prediction from handwriting;
- Access-control systems based on signature verification;
- Physical and logical methodologies;
- Recognition and Classification methodologies for DIA systems.
- Digital Libraries
- Multimedia indexing and retrieval

PAPER SUBMISSION

All papers must be submitted by July 14th , 2000. Each paper MUST be
accompanied by a maximum of 300 word summary on what contribution it makes
to the field.  In addition to full papers, abstracts are also be accepted.
Abstracts must be submitted by August 1st. Full paper could have up to
12 single-column, single-space pages; and abstract up to 4. It is expected
that the papers and abstracts are submitted on the understanding that their
acceptance will require authors to attend and participate in the workshop.

Performance Evaluation: Theory, Practice, and Impact

Serious attention to large--scale empirical performance evaluation has
been for many years a distinguishing characteristic of the document image
analysis (DIA)research field. Archival--quality manuscripts are solicited
on all aspects of performance evaluation of DIA systems. Relevant topics
include, but are not limited to:

critical surveys of the relevant literature;
theoretical, statistical, & other foundational studies;
methodological proposals, e.g. policies for ground--truthing &
metrics for scoring, for both textual & non--textual ---
layout segmentation, logical labeling, graphics, etc ---
document--image contents;
authoritative resource lists, i.e. compilations of resources
available worldwide, such as image data sets and associated
ground--truth & corpora; algorithms & software tools,
including error analysis & visualization interfaces;
descriptions of fully engineered evaluation systems, especially
broadly applicable ( e.g. multi--lingual) or highly automated
systems; case histories of significant evaluation projects,
including their administrative complexity, costs, and funding
constraints; analyses of lessons learned from past evaluation exercises,
especially surprises and their influence on DIA research strategies;
and insights from closely allied research fields, such as psychophysical
studies of human reading performance.

LANGUAGE

Working language of the Conference is English.

SUBMISSION OF PAPERS

Papers for the Conference should be submitted in English in
four copies in a camera-ready format. Three copies of each paper will
be sent out for review. If the paper is accepted as it is, the fourth
copy will be directly used for publication in the Conference
proceedings. The length of the submitted papers is restricted to 5 A4
pages. The text should be printed within 20.0x14.0 cm area in one
column by 1.5 space and 12 point font. The format of A4 page: set
margins to 2.5 cm left, 4.5 right, 2.5 cm top and 7.2 cm bottom. Times
New Roman as most recommended font. The first page should include the
title, author's name(s), complete mail and e-mail addresses. It should
be centered, the title should be bolded and capitalized. A blank line
is required between the title and the author's name(s) and complete
address. Immediatelly after affiliation, abstract and page text should
follow. An abstract must not exceed 100 words and should be submitted
in 10 point format. The headings should be centered and bolded. Leave
space of two lines above and one line below these headings. All
paragraphs should have five space indentation. More detailed
information about paper format can be bound in Conference home pages.

Call for Proposals -- ICIP 2001 TUTORIALS

ICIP 2001 is inviting experts working at the image processing research
frontiers to submit proposals for half or entire day tutorials. The
proposals should include:

1. A half to one page summary of the objectives, contents and
justification (especially timeliness and interest to the ICIP community)
of the tutorial.
2. A ten lines bio of the presenter(s).
3. An indication of the materials to be presented. Submission of a
(partial) set of concept (power point or hard copy) sheets significantly
contributes to
compiling a high quality and balanced tutorial program.
4. A list of events where this or similar material was presented by the
proposers.

Following QCAV'98 in Japan and QCAV'99 in Canada, the objective of the
QCAV'2001 conference is to provide a forum for researchers, industry, and

QCAV'2001, an electronic version (pdf encouraged) or three copies of an
extended abstract (2000 words + references) in English in single column
and A4 or equivalent format. Names of the authors, affiliations, postal
and electronic mail addresses, telephone and fax numbers will appear on
the first page. The summary must point out the originality of the work
compared to other work done in the same field. The authors are requested
to indicate their preference for "oral" or "poster" presentation=20
format.

The Aim of the Workshop:

The aim of the workshop is to bring together researchers from all over the
world dealing with machine learning for
image processing, image interpretation and computer vision in order to
discuss the recent status of the research and to
direct further developments in machine learning for image related topics.
It
is the second workshop of a series of
workshops dealing with this specific topic. The first workshop was
published
in P. Perner and M. Petrou Machine
Learning and Data Mining in Pattern Recognition MLDM99, lnai 1715,
Springer
Verlag 1999 and in a special issue of Pattern Recognition Letters.
Paper submissions should be related but not limited to any of the
following
topics:

- inductive learning including decision tree and rule induction learning

applications, industrial applications, biological applications but are

Researchers from the machine learning community are invited to
present new topics in learning, which might be interesting to our
research field.
Participants should submit three copies of their contribution to:

The paper should have no more than 15 pages (double-spaced) and
present original work of the authors. Papers will be reviewed by the
program committee. It is under consideration to publish workshop
papers in Springer Verlag's Lecture Notes in Computer Sciences and an
extended version of selected papers will be published in a special
issue of the Pattern Recognition Letters after the workshop.

Invitation to the 12th SCIA.
Following the previous conferences in Greenland, SCIA 2001 -
the 12th Scandinavian Conference on Image Analysis - will be
held in Bergen on the west coast of Norway. The conference is
arranged by the Norwegian Society for Image Processing and
Pattern Recognition (NOBIM) and sponsored by the International
Association for Pattern Recognition (IAPR). The conference
venue is Grieghallen, located in the city centre.

Scientific Program:

The conference will offer internationally acclaimed speakers in
plenary talks and parallel sessions with selected oral presentations
and posters. The conference language is English.
The different presentations will cover unpublished theoretical or
applied research results.

The International Association for Pattern Recognition (IAPR) and its
technical committees on Statistical PR (TC1) and Syntactical and
Structural PR (TC2) are organising a Joint workshop in Alicante prior to
the next ICPR in Barcelona. The workshop aims at promoting interaction
and collaboration not only among researchers working directly in the
areas covered by TC1 and TC2 but also among those specialized in other
fields but using or developing statistical, syntactic or structural
techniques. In this relation it is of particular interest to encourage
links with many mathematical statisticians, theoreticians and practitioners
alike who work at present outside the pattern recognition community.
