Dear TC10 members and friends,

Welcome to issue #67 of TC10 News.

I continue with the tradition of regularly distributing some information of interest among our community. First of all I would like to apologize for the delay in sending this Newsletter since I was elected as TC10 chairman.

TC10 WORKPLAN
-------------------------------------------------------------------------

Just some words to summarize the main guidelines of the TC10 workplan that I sent to the IAPR. The complete electronic version of the workplan will be available on the TC10 Web site very soon.

In the TC meeting held during ICPR in Quebec City, it has been suggested that each TC chair should designate a vice-chair to help him in his job and to assure the continuity. In our case, Dorothea Blostein, from Kingston University (Canada) will act as a vice-chair of TC-10.

TC10 web page. Now, Young-Bin Kwon is transferring me all the information contained in the TC10 web site in order me to store it in a new server. In order people not to change their links, we will maintaint the current address available in the future. In order to update the TC10 mailing list, please let me know any change in your e-mail addresses.

Major goals of the TC10 workplan:

- Use the TC10 web site as a platform to exchange software and databases. We will consider the data and tools of the contests to be made available on TC10 web site.
- Increasing the interchanges with other groups/communities/TCs in the Pattern Recognition field.
- Promote the edition of a special issue on graphics recognition in an international journal covering the state of the art and the relevant advances in the field.
- Keep the GREC workshop, the subsequent LNCS, and the related contests, as the key reference forums among the Graphics Recognition community.

OUTSTANDING COMING EVENTS

I remind you that next summer we have two important events:

- The Fifth Workshop on Graphics Recognition (GREC'2003), in the Computer Vision Center, Barcelona (Spain), July 30-31, 2003. The deadline for submitting abstracts has been extended to March 14, 2003. So I encourage yo to send your contributions if you have not done it yet. The workshop web site is http://www.cvc.uab.es/Grec2003/

- The Seventh International Conference on Document Analysis and Recognition (ICDAR'2003), in Edinburgh (Scotland), 3-6 August 2003. You will find more information in the conference web site: http://www.essex.ac.uk/ese/icdar2003/

QGAR 2.0
-------------------------------------------------------------------------

I am forwarding a message from the LORIA group (Nancy, France):

The Qgar 2.0 System is now available. It is a freeware (LGPL & QPL)
system for analysis and recognition of graphics, developed by the QGAR
Project, at LORIA (Nancy, France). It is written in C++ and includes:

- a library of C++ classes implementing basic image and graphics
processings (convolutions, morpho math operations, edge detection,
binarization, skeletonization, polygonal approximation, etc.), as
well as file input/output,

- some predefined applications, implementing higher level processings,
such as thin/thick separation, text/graphics separation, vectorization,
etc.

- a graphical user interface to run applications, to display images,
to manipulate results, and so on.

The Qgar System may be downloaded from the Qgar web site, at
www.qgar.org.
The site also gives information about CPU times of some processings,
displays images of results (static demos) and allows visitors to
dynamically run Qgar applications on images of their own (dynamic
demos).
The full documentation is available online: A user's guide, a
developer's guide, a complete description of the classes of the library and of the
user interface. This documentation may also be locally generated by a
user that installs the system on his own computer.

Our research group is very interested in feedback from the community at
large about strengths and weaknesses of the system, suggestions for
improvements, offers of contributions, etc.
